They did it this way vs guaranteed weekly because the drop rates SUCKED on release so they wanted the bad luck protection to make it possible to farm them all out in 1 week. 34 ...We had loot drop problems with Astral Alignment for supposedly the same reason. Wellspring is a 6-player activity with a ton of adds and ability spam. I know that the pattern comes from activity completion and not the chest, so I'm wondering if the this is problem could be in-play here. Just speculating.
